Solar Panels Installed but Not Connected: Next Steps

If solar panels are installed but not connected, identify the outstanding inspection, utility interconnection, permission-to-operate, or commissioning step. Ask for the actual status and responsible party. A roof installation date alone does not establish that the system is ready or authorized to operate.

Map the remaining dependencies

Request the permit number, inspection result, interconnection application reference, and any utility deficiency notice. Ask whether the installer has submitted required corrections or documents. A general statement that the utility is slow is less useful than a dated application status. Keep responses from the utility and installer together to identify conflicting explanations.

Check completion and funding records

If you are being billed, gather the financing agreement, first statement, and any completion certificate. State what was not complete when funding or billing began and request the basis for that action. Do not sign a certificate saying the system works if you cannot verify that statement. Correct an inaccurate record in writing through the relevant company’s process.

Request a completion plan or other resolution

Ask for named responsibilities, next steps, estimated dates, and what happens if a dependency cannot be resolved. Preserve missed milestones and prior promises. If the delay becomes a contract dispute, have the timeline and agreement reviewed. Never energize, reconnect, or alter equipment yourself to bypass the approval process.

Your next-step checklist

  1. Obtain permit and utility application references.
  2. Request the exact outstanding requirement.
  3. Identify who must act next and by when.
  4. Compare billing and funding with the completion record.
  5. Keep a dated escalation log until the issue is resolved.
