Start with the California disclosure packet

The Contractors State License Board provides solar disclosure requirements, including a reference to the applicable cancellation period. Save the disclosure document, signed contract, notice forms, and the California Solar Consumer Protection Guide you received. A missing document is something to investigate; do not assume that an omission automatically erases a financed balance.

Verify the applicable period rather than guessing

California consumer materials discuss cancellation protections, including different periods for certain circumstances. The contract date, transaction type, and applicable rules must be considered together. Ask qualified counsel about an uncertain deadline and use the stated notice instructions promptly. A salesperson’s promise to process the request later is not a substitute for keeping delivery evidence.

Use California project records to identify the issue

Keep the contractor’s license information, permit and inspection documents, interconnection application, and permission-to-operate notice. Compare the original proposal’s rate assumptions with your utility’s actual billing treatment. If the complaint concerns workmanship, identify the defect and previous repair requests. If it concerns a sales promise, preserve the proposal and communications supporting that allegation.

Match the complaint channel to the company’s role

CSLB offers a solar complaint process for contractor-related concerns. A utility billing dispute and a lender account dispute may require different channels. Keep your case numbers together and avoid treating an agency complaint as a substitute for a required contract notice. Review a proposed release carefully before signing, document any disputed terms, and include relevant correspondence in your qualification assessment. Which California guide version and utility records apply?

The CPUC’s current guidance says Version 4 is required with interconnection applications containing solar installation contracts signed December 15, 2026 or later. As of this October 3 review, that date is still in the future. Check the contract date and applicable utility territory before deciding which packet should have been delivered.

California document distinctions

Use the notice guide for delivery records and check the CSLB solar requirements and California Attorney General consumer resources. A missing packet, utility issue and financing concern require separate documented questions.

Your next-step checklist

  1. Collect the California disclosure packet and signed notice forms.
  2. Confirm the contractor’s legal name and license details.
  3. Check the specific cancellation period and preserve timely delivery.
  4. Gather utility, inspection, and financing records.
  5. Direct each unresolved issue to the appropriate party or regulator.
